EU’s Borrell says ready to ‘strongly react’ if Russia recognizes Donbas

• Calls on Putin not to recognize independence of Ukrainian regions
• Ukrainian security is our security
• Followed discussion of Russian security council with great concern

I suspect we’ll soon find out what ‘react strongly’ means. Putin is set to address the nation at the top of the hour.

Update: He says if there is recognition I will put sanctions on the table for ministers to decide.
